The Cultural Observatory is a joint initiative between Culture East Midlands and Regeneration East Midlands, with funding from our regional partners. We were established in 2007 following a scoping study led by De Montfort University and Comedia.


We work alongside the regional observatory Intelligence East Midlands and the Association of Regional Observatories, both located within Regeneration East Midlands. Driven by a strategic agenda to inform methodologies, develop consistent approaches and create and disseminate an evidence base for culture, the projects we are currently leading include:  


  • A longitudinal evaluation of the regions £125 million capital investment programme (East Midlands Development Agency and Arts Council England, East Midlands);
  • Developing methods to assess impacts of culture in market towns (University of Nottingham);
  • Devising and piloting robust methods to consistently baseline regional growth of Creative Industries (Office of National Statistics, Department for Culture Media and Sport and BOP Consulting).
